Power comes through organization, and all too often we are not organized in ways that benefit us. This network of all people who give a damn is an intervention in how we organize ourselves: it gives equal opportunity to everybody to propose new or modified plans, with the decision on how broadly to distribute the proposal made by a small number of people on the network drawn by lot. It's a different group making each decision, so the crucial control over the flow of information stays with the people in the network, distributed among the people in the network, rather than accumulating to a self-appointed or even elected arbitrator.
